资质转让分两种情况，一种是全体转让，另一种是剥离转让。全体转让是指：双方签订协议，直接花钱收买带资质公司，将其全体改变过来。剥离转让是指：新成立一家子公司，将资质剥离曩昔，收买方获得分立出来的修建资质。
